My background

What I do
I advise public bodies, particularly from the health and
local government sectors, on a diverse range of issues
centring on powers, decision making and governance
arrangements. My public law work has also involved extensive
advice on constitutional and general commercial issues for
NHS bodies as well advice on the development of services,
policies and procedures. This has included talking to
organisations on Human Rights Act implementation and
advising on the powers for joint working. I have also been
involved in work around the reconfiguration of Primary care
and the use of the new forms of contract. I also retain an
involvement in public law litigation and provide input into
Judicial review and other cases raising these issues.
Some examples
Since advising on the establishment of The Somerset
Partnership Mental Health Scheme with joint commissioning
and integrated provision, I have been involved in a large
number of partnership schemes between the NHS and Local
authorities.
I was involved in a leading case in nursing care and ward
authority powers, also legitimate expectations and ‘home for
life’ promises - R v North & East Devon Health Authority ex
parte Coughlan. Since then I have advised Health bodies
extensively on Continuing Care issues.
I have been involved in the powers advice for NHS LIFT
schemes, and a range of issues raised in PFI and PPP
schemes.
I have advised a number of NHS Foundation Trust and
candidates on their governance arrangements and drafted
their constitutions.
I am also exploring
possibilities for the establishment of community Foundation
Trusts with a number of clients.
I advise on a range of
primary care issues, particularly around the new contracts
and the relationship between contract and list management in
primary care. I have also advised in connection with the
establishment of community ventures led by GPs to provide
services in the community.
