Charlotte is a construction and engineering lawyer with particular expertise in capital and PFI/PPP projects (including BSF and LIFT) for both private and public sector clients.

What I do
I work for funders, contractors, development agencies, local authorities, educational establishments, NHS trusts and special purpose companies across a wide range of sectors including health, education, leisure, services accommodation, defence and waste. My main focus is the procurement of large scale capital and PFI/PPP projects and includes the provision of advice on procurement methods, compliance with regulations, choice of construction documentation, due diligence, the interface between documentation and works to be carried out and providing risk analysis on existing contractual arrangements.

Some examples
�         Provision of advice to a local authority on a number of their current waste procurement projects including HWRCs, rationalisation of existing sites and commercial waste recycling and disposal.

�           Advising a private sector consortium on a number of Waste PFIs and in particular choice of sub-contracts, risk allocation and management of the same with their supply chain and as between the consortium members.

�           Advising on and negotiating contracts in relation to the BSF initiative including the standard form documents for DFES and specific advice on the pathfinder schemes for Local Authorities including project agreements, construction contracts, warranties, direct agreements, pre-contract agreements, enabling works and the interaction of the contracts with regard to step down provisions.

�           Dealing with all construction aspects in relation to LIFT for first, second, third and fourth wave schemes including provision of surveys, CDM Regulations, building contracts, warranties, appointments, assignments for both private and public sector clients � this included drafting standard form documentation and guidance for Partnerships for Health.

�           Advising on and negotiating documentation for various NHS trusts, Funders, Authorities, Project Companies and Contractors involved in PFI/PPP projects and variations to existing PFI/PPP projects including project agreements, service contracts, construction contracts, warranties, direct agreements, pre-contract agreements, enabling works and the interaction of the contracts with regard to step down provisions.
