I advise both the public and private sectors on projects ...
We are nationally recognised experts in the Waste PFI/PPP sector - we have advised on over 50 projects. This includes award winning projects, such as the South West Devon Waste PFI, to complex merchant plants forming part of innovative waste PPP solutions, such as the Trident Park Energy Recovery Facility.
Our specialists can help you procure and structure your waste PPP project, provide support to private sector bidders and sub-contractors, help secure funding, deal with waste supply, power and offtake contracts, regulation, planning and permitting, and environmental law.
Though our extensive expertise, we understand the sector. We have advised on integrated waste PFI/PPP contracts, residual waste PPP's and complex merchant plants. This includes all the key waste infrastructure - energy from waste (conventional EfW, advanced conversion technologies and anaerobic digestion), MBT plants, RDF/SRF plants, IVC/anaerobic digestion, HWRC's and transfer stations.
We are market leaders in combined heat and power projects. We have helped deliver a significant number of district energy networks which use waste heat from energy from waste plants as a valuable fuel for homes and commercial properties.
Importantly, we support clients throughout the life of a PFI/PPP project. We are experts on dealing with issues in the construction and commissioning period, as well as helping to manage challenges which may arise the operational phase - from EfW and MBT plant performance issues to helping clients deal with the public sector's need for cost savings.
Bevan Brittan provided a quality legal service throughout the procurement working seamlessly with the Viridor in house legal team contributing significantly to the success of this project.
We find solutions to client needs and resolve disagreements.
Our clients include leading waste management companies, local authorities, banks and equity funders, project developers, technology providers and others in the waste management supply chain.
Clients we have worked with include DEFRA, Viridor, Veolia, Suez, Covanta, Cemex, Renewi, Interseve, Hills, Birmingham City Council and many local authorities.
Our specialist team can help you with:
We advised Viridor Waste Management Limited on a complex Waste Public Private Partnership (PPP) Contract for Project Green - a partnership of five local authorities from across South Wales. The PPP contract will see 172,000 tonnes of waste per year from the five authorities treated at Viridor’s merchant Energy Recovery Facility (ERF) at Trident Park in Cardiff. In addition to the PPP procurement, we advised on £223 million Engineering Procurement and Construction Contract with CNIM/ Lagan Construction, a judicial review and planning matters.
The ERF operating at its full capacity of 350,000 tonnes will generate 28 MW of renewable power by producing electricity, enough energy to provide 50,000 households with their entire electricity needs. The ERF has the potential to connect to a district heating network which could increase the power generation through electricity and heat to 43MW.
We advised the South West Devon Waste Partnership on the development of the award winning Devonport Energy Recovery facility. It was designed and constructed for the Partnership by MVV Environment and is a high efficiency energy from waste plant (with a capacity of 245,000 tonnes per year) and includes a district heating network.
The ERF is operated as a combined heat and power (CHP) plant, providing sustainable electrical energy and heat to the naval base and dockyard as well as some electricity to the national grid. We advised on all aspects of the PFI project, including the procurement phase, PFI project documentation, EPC and energy supply contracts. We continue to advise the Partnership on operational and performance issues.
