    On 20 July 2020 the Government published the draft Building Safety Bill. This was one of a number of actions taken by the government in response to the recommendations set out in the Review of Building Regulation and Fire Safety report prepared by Dame Judith Hackitt following the Grenfell Tower tragedy in June 2017, which included the Fire Safety Bill published at the start of the year.

    The draft Building Safety Bill is currently going through the committee stage of Parliament, but is expected to come into force early next year. The Bill puts “in place new and enhanced regulatory regimes for building safety and construction products, and ensure residents have a stronger voice in the system”. The new regime will be delivered through a system of duty-holders, with clear responsibilities at each stage of the building's life cycle. Each will be responsible for creating and maintaining the 'golden thread' of building safety information and an 'accountable person' will have legal responsibility for ensuring that the fire and structural risks in the building are understood, and that appropriate steps and actions to mitigate and manage these risks are taken. The whole system will be overseen by a new Building Safety Regulator, who will be part of the HSE, to ensure compliance with these new responsibilities.
