I am a Partner in our Commercial team specialising in partnerships, outsourcing and joint ventures between providers (so a mixture of private, charitable and NHS organisations) and public sector commissioners. Up to recently this has been mainly in health but with the move towards integration of public services I work increasingly across the boundaries of health, social care and housing. Many of these projects involve a fresh approach and innovative structures. Many are also pathfinders, so stretching back in time to the creation of NHS Lift (where I led the team that created the contractual architecture) to the Lancashire SEP (Strategic Estate Partnership) which established a 50:50 corporate JV to manage estate transformation. I am now working on the first of a new generation of Strategic Business Partnerships in the NHS, an incremental long term arrangement to bring in private sector expertise to support the Isle of Wight Trust
The other area of my practice is working in the emerging market of social investment and support for Health and Wellbeing Boards. Projects of particular interest involve the use of Social Impact Bonds to fund early interventions, wholly funded out of cashable savings. This includes the work on establishing a LIST (Local Integrated Services Trust) for the four peninsula Authorities (Devon Torbay, Plymouth and Cornwall) as the lead agency for commissioners in their locality. The project has been recognised in a major award of funding from BIG Lottery.
I am also a founding trustee of the Great Western Air Ambulance and a Non Executive Director of Bristol Community Health, a community interest company (CIC).
Stephen Hughes is a projects and commercial law specialist with many years' experience of acting for public sector clients. "He is good at picking up what is happening at a local and national level," comments one client.
