A new law is due to come into force in October 2020 aimed at giving better protection to people who face losing their liberty because they lack the mental capacity to make decisions about their care.

But concerns are growing that time is running short for the reforms to be introduced effectively, and that the health and care sector may not be fully prepared and ready.
