Seminar: The shape of Local Government - July 2016 and beyond - Sedgemoor

A seminar for senior officers in local government with a remit for governance, devolution, legal, policy development and standards. The session, timed for immediately after the crucial decision in the EU referendum and at a time when significant progress will have been made on devolution/combined authorities, will explore the emerging shape of local government and governance in England. We will cover:-

• What are the implications for local government of the referendum outcome – is it business as usual with a majority UK government driving forward on its manifesto commitments (and what will this mean for the sector) or is it BREXIT with all the consequences for regulation (whatever happened to EU procurement and state aid?) employment (remember the working time directive and recruiting social workers from Spain?), human rights (what do we advise members on this now?) and business confidence/growth/investment (will your business rates retention assumptions be affected?).
• How fast is devolution spreading across the country, what models are emerging and what impact is this having on local authorities
• Is there a movement for full restructuring of local authorities – what are the implications of this and what other arrangements are developing – radical shared services, alternative delivery models, powerful joint committees with "shell" councils left with little to do?
• What else is happening in local government – we will take the opportunity to deliver the traditional Bevan Brittan governance, local government law and standards update which is relevant for all senior officers and particularly monitoring officers".
