The short answer is yes. The new National Planning Policy Framework (NPPF), published on 17 August 2026, is materially more helpful to those developing heat networks than the previous December 2024 version. It may take some time for the changes to have a tangible effect, but the new 2026 policies move heat networks from the margins of the wider low-carbon energy conversation towards being a recognised part of how development should be planned and delivered. 

The difference is one of specificity, structure and weight. The 2024 NPPF supported decentralised and low-carbon energy and encouraged opportunities to connect to heat networks, but heat networks were largely embedded within broader climate and energy policies. The new NPPF goes further, explicitly referencing district heat networks, strengthening the emphasis on co-location of heat generators and users, and giving “substantial weight” to the benefits of drawing energy from district heat networks and other renewable and low-carbon sources. Its new energy infrastructure policies push those preparing development plans to think more proactively about existing capacity and future infrastructure requirements.

That matters because the NPPF is arriving alongside the Government’s Heat Network Zoning regime. The two regimes appear designed to tackle different sides of the same problem. The NPPF provides the planning framework — helping authorities identify, accommodate and support the infrastructure needed for heat networks — while zoning is intended to identify areas where heat networks are the lowest-cost solution for decarbonising heat and create greater certainty around connections. That could be particularly important in addressing the sector’s long-standing chicken-and-egg problem: networks need sufficient customers to attract investment, but customers are reluctant to commit when the network is not yet there. Zoning is intended to provide greater demand certainty, while the NPPF strengthens the planning case for the network and the developments that connect to it.

For developers, the new Policies W1 and W2 could prove particularly significant. Heat networks are fundamentally infrastructure projects, requiring sufficient demand, suitable development densities, heat sources, energy centres, pipe routes, electricity capacity and space for associated infrastructure. The new NPPF’s emphasis on planning for current and future energy infrastructure capacity therefore moves the conversation beyond simply asking whether an individual development can connect to a network. It encourages authorities to consider whether their local plans are properly planning for the infrastructure needed to support future heat and energy demand. Combined with the explicit recognition of district heat networks in the climate change policies, that provides developers with a much stronger national policy hook when promoting network-led development.

The NPPF does not, and cannot, require a network to be built, guarantee customers, establish the commercial model or replace the statutory zoning regime. Nor does “substantial weight” mean automatic planning permission. Planning remains a balancing exercise. The significance is instead cumulative. The Government has amended planning policy so that it is considerably more coherent with zoning, heat network regulation and investment support than was the case under the December 2024 NPPF. The direction of travel is clear: rather than simply asking whether a development can accommodate low-carbon heat, planning is increasingly being asked to consider how development, heat demand, heat sources and energy infrastructure should be planned together.

For heat network developers, that makes the new NPPF a genuine step forward to creating a coherent policy position for heat network development. The NPPF is increasingly providing the positive framework for where and how heat networks should be accommodated, while Heat Network Zoning is intended to provide greater certainty about where networks should be developed and where those crucial connections are coming from. If zoning delivers the investment certainty the Government is hoping for, the combination could materially improve the planning and commercial environment for heat networks. The NPPF alone will not make a network viable, but alongside zoning, regulation and funding, it could help turn heat networks from an optional feature of development into a much more integral part of the UK's future energy infrastructure.
