• I am a commercial projects lawyer with over 20 years’ experience of providing advice to both public and private sector clients in relation to Private Finance Initiative (PFI) schemes and other forms of complex and high value public private partnership (PPP) arrangements, including the Welsh Government’s MIM programme and strategic partnering arrangements such as BSF and NHS LIFT. My public sector clients include central government bodies, local authorities and NHS Trusts. My private sector clients include project companies (SPVs) and their sponsors plus several national facilities management contractors active in the PFI/PPP sector.

    I have significant experience across all PFI/PPP sectors (schools & colleges, health, leisure/libraries, office accommodation, social housing, blue-light, courts & prisons, highways, waste, defence and street-lighting) in structuring and negotiating PFI/PPP transactions in procurement and in advising on operational aspects of these projects at all stages of their life including managing expiry/hand-back
