I am a public procurement lawyer in our non-contentious procurement team. I have over 25 years' experience of providing commercial and procurement advice to both Central and Local Government clients across a broad range of industry sectors, including IT, education, health, housing, leisure, civic accommodation and outsourcing projects. Over my career I have advised upon the establishment and use of PFI/PPPs, frameworks, outsourcing and joint venture arrangements for Local Government before focusing, since 2017, on the application of the public procurement rules to a broad spectrum of UK outsourced projects, primarily across Central Government.
I provide clients with highly strategic commercially driven advice ranging from initial procurement design through to contract close, including early market engagement, drafting tender documentation, clarification responses and scoring methodologies, conducting compliant evaluations, de-briefing bidders and the early stages of raising or responding to procurement challenges. The depth of my experience means that I can identify issues early and employ complex problem-solving skills to devise bespoke mitigation strategies in relation to both procurement and/or commercial risks.
I have passed my LLM in Public Procurement Law and Policy (Nottingham Law School) with a distinction and am also an executive committee member of the Procurement Lawyers Association.
